Japan's Zom-Belle's Palsy describes itself as "Power-House Dance Noise" and this is a fitting description. Each track features a varying degree of 90s' hip hop beats, screeching feedback, and a collage of Japanese film clips, sounding as if several members of the Stereo MCs were brainwashed by some obscure noise cult, or perhaps Friendly Fa$cism-era Consolidated, but in some parallel universe where they focused less on activism and more on sheer audio terrorism. The beats add greatly to the album, luring in listeners who may feel initially put off by the rest of the music's abrasive nature - Hot Walk is not far removed from some of what is heard on college radio today. Happy Hour is both a challenging and entertaining listen that would feel at home among second-wave industrial groups and Disaro's roster circa 2009.
